Gem Valley Appraisal was founded by Ruby Stroschein in 1986 in southeast Idaho. In 1997 GVA moved to Moscow, Idaho. Since the move GVA has been expanding its services and reaching new markets in the Pacific Northwest.
For Ruby the move opened a number of opportunities. Not only was she able to complete her Master's Degree in Applied Economics but she has taught appraisal classes at U of I and WSU over the past several years.
At Gem Valley Appraisal we are proud to say that our company has grown to be recognized regionally as a leader in the field of real estate appraisals including- residential, multi-family, commercial, and agricultural property analyses. GVA also specializes in right-of-way acquisitions, conservation easement valuation, and real estate feasibility consulting.
Over the past several years GVA has completed contracts with Idaho Transportation Department and University of Idaho including US 95 Top of Lewiston Hill to Genesee Right-Of-Way project and publication of Proximity Damages Study through an ITD grant with University of Idaho.

In our years of experience we have not only proven the wide range of real estate appraisals we offer, but we have also gained exceptional skills in statistical modeling, GIS mapping, professional report writing, and economic feasibility analysis.

Ruby began her real estate career in the early 1970s and started appraising real estate in 1986. Ruby’s professional experience and higher education has been focused on real estate disciplines over the past 35 years. She holds a Masters in Applied Economics, has an MAI designation and is a general certified appraiser in Idaho and Washington.
Sarah Miles, Certified General Appraiser, joined the Gem Valley team in 2001 after completing her internship with Farm Credit Services and graduating high honors from Idaho State University with a Bachelor’s of Science degree in Business Finance and a minor in Economics. She became a Licensed Residential Appraiser in 2003 and a Certified General (commercial) appraiser in 2005, licensed in Idaho and Washington. Sarah holds her MAI Designation with the Appraisal Institute.
Tammy Stamper, Office Manager, is a native of Lewiston, Idaho, and has been with Gem Valley since 2006. Tammy provides oversight of many business functions, including accounting, scheduling, data collection, verification, and field work; just to name a few. Tammy’s multi-tasking ability is second to none, and she continues to serve the company with dedicated, professional service.
